Josh Fullan
Executive Director
Josh is a value-based founder with over 20 years of experience leading successful projects for municipalities, school boards, nonprofits, academia, and private enterprise in strategic planning, leadership dynamics, community and youth engagement, education, sport, urban design, infrastructure, and policy. He has created award-winning experiential learning programs for students worldwide and led the development of system-level plans for Ontario school boards and municipal divisions, while advising governments and civil society groups worldwide on child and youth rights and participation. Josh is fluent in French and has presented and published widely on education and urbanism issues.
Todd Harrison
Experience Designer
Todd is an educator, content creator, dad, musician, and cities nerd with more than two decades of experience in communications, education, and community engagement. As Experience Designer at Maximum City, he develops strategic tools and resources for organizations of all shapes and sizes, and works with students, teachers, and school and community leaders to help them see their city from a different perspective. A former classroom teacher who focused on place-based learning, Todd also co-founded Spacing, an award-winning magazine exploring Canadian urbanism, and has worked as a digital strategy and communications leader.
Nicholas Chan
Data Analyst
Nicholas is a graduate of the Human Geography program at the University of Toronto, where he specialized in utilizing data visualization tools to make sense of large data sets and apply a human-centred lens to decision-making. He has supported projects with the Waterloo Catholic District School Board, the Bentway, Centre for Sport and Human Rights, Elections Ontario, Building Roots, and CANUE. At Maximum City, Nicholas’s role at Maximum City qualitative coding and analysis, documentation, and data synthesis, visualization, and mapping for decision-making.
Sami El Sabri
Project Support
Sami has worked across North America, Europe, and Asia to support marginalized communities through data-driven insights and equitable health solutions. He has contributed to projects with the World Health Organization (WHO), where he led engagement, project management, and analysis efforts to enhance public health intelligence worldwide. At the WHO, he was responsible for coordinating stakeholder engagement for the technical meetings, aimed at advancing global health data surveillance and enhancing pandemic preparedness. In addition, he has supported the WHO’s Intelligence Innovation and Integration (III) Unit in developing technological solutions and strategic engagement methods.
Luis Fernando Llosa
Strategic Advisor
Luis is an award-winning Peruvian-American sportswriter, editor, speaker, investigative reporter, and youth sports consultant who has worked with kids and teens as a coach for twenty-five years. Llosa is the coauthor of Beyond Winning and Emotionally Resilient Tweens and Teens.
Nancy Smith Lea
Strategic Advisor
Nancy is a Strategic Advisor for Maximum City. Skilled in strategic thinking and partnership development, she brings 30+ years of professional experience as a leader in academic and non-profit sectors. Nancy is a six time award-winner recognized for active transportation, transportation equity, and city building leadership.
Lily Wong
Data Science Research Assistant
Lily is a Data Science Research Assistant at Maximum City. With a background in population health, geographic information systems (GIS), and data analysis, Lily has supported Maximum City’s consulting work for Ontario school boards and research on children’s experiences during COVID-19.
Stefanie Lotz
Project Coordinator
Stefanie is a teacher and project coordinator for Maximum City's Global Urban Citizens program based in Frankfurt, Germany. She is a strong believer in thinking globally and acting locally in our cities.
